The WWS Point System

The Housing Valuation System (Woning Waardering Stelsel or WWS) is a points-based system used in the Netherlands to determine the maximum rental price for rental properties. This system assigns points to various aspects of a property, such as its size, energy rating, presence of outdoor spaces, and the quality of kitchen and bathroom facilities. The property’s WOZ (property value) also contributes to the score.

The total number of points determines the maximum allowable rental price for the property. The WWS is designed to keep rental prices transparent and fair, primarily applying to regulated, low- and mid-range rental properties.

The WWS Point System

Three rental segments

Starting from July 1, 2024, the Affordable Rent Act determines, through the Housing Valuation System (WWS), the maximum rental price and the rental sector classification of your property. The terminology for rental sectors has also changed. Here’s an overview of the three rental sectors:

  • Low Segment (≤ 142 points): Previously known as social housing. Rent in this segment is capped and strictly regulated, with tenants eligible for housing allowances.
  • Middle Segment (143-186 points): Previously known as mid-range rentals. These properties have a capped rental price and are intended for middle-income tenants.
  • High Segment (≥ 187 points): Previously known as the private rental sector. Landlords can set the rental price freely, with no rent regulation.

Accurately determining the property’s points according to the WWS is essential for landlords to set the correct rental price and avoid potential conflicts with tenants.

An elevated point score carries significant risks. If an inspection reveals that points were incorrectly assigned, the Rental Committee may reclassify the property into the middle or low segment. This could lead to a mandatory rent reduction and the repayment of any excess rent received.

Furthermore, tenants with fixed-term leases in middle- or low-segment properties are harder to evict, potentially binding the landlord to a lower rental income over an extended period.
